State Climate Action Plan

Quintana Roo's State Climate Action Plan contains provisions to mitigate emissions and promote adaptation to the potential impacts of climate change. It establishes the framework for planning and implementing adaptation policies according to the existing scientific knowledge. Included in the plan is a goal of achieving zero net deforestation and develop statewide programs to reduce deforestation.[1]

Ecological Zoning

Quintana Roo has completed ecological zoning in 8 municipalities[2]

Early REDD+ Actions
--

Quintana Roo is considered an early REDD+ action (ATREDD+) and is part of the federal government Emission Reduction Initiative with the FCPF which is based on four pillars: enhancing cross-sectoral coordination, improving land governance, actions to address site-specific drivers of deforestation, and the development of policies and programs. Quintana Roo is in the process of developing its state REDD+ strategy (EEREDD+), a process led by the State  Commission on Climate Change (CECCQROO) through support from the Alianza Mexico REDD+ project.

Decree 269/2013 - Climate Change Action Law

Contains provisions to mitigate emissions and promote adaptation to the potential impacts of climate change. Establishes the framework for planning and implementing adaptation policies according to the existing scientific knowledge.  Includes a goal of achieving zero net deforestation and develop statewide programs to reduce deforestation.

Decree 306/2013 - Forest Law

Establishes the regulatory framework for forest conservation, protection, restoration, production, management, crop management, and sustainable management of forest areas. Establishes innovative conservation measures including 'strategic forest reserves'.  The revision in 2013 dissolved the state forestry institute and charges the Secretariat of Ecology and Environment of the state of

Quintana Roo (SEMA) with forest policy development and implementation.

Regulates the use of fire for agriculture, livestock and other purposes with an aim to reduce the impact of fire on forest resources.
