Berau Forest Carbon Program

The BFCP is a focused effort to develop these sorts of solutions in Berau District, one of the high-forest districts, in East Kalimantan. Around 75% of the total land area of 2.2 million hectares are still forested. Even though the non-forests area and convertible production forest area is less than 30% of total land area in Berau District, the economy of this district is reliant on extractive industry which become a threat to natural resources sustainability.

The BFCP developed a number of promising approaches in the demonstration phase (2011-2015). The BFCP Steering Committee decided on 29 May 2017 to bring the program into “full implementation.” Many of the promising approaches, such as the strengthening of village development plans and programs, FMU capacity building, etc., will be scaled up during the implementation phase. A revised Strategic Plan of BFCP has been developed to achieve green development vision at district level with the support from the provincial government.

Progress update:

  • The Berau Forest Carbon Program (BFCP) Steering Committee has decided the program entering “full implementation” stage by 2017.

  • Spatial planning has been used as a basis for land-based licensing.

  • Strategic environmental assessment (KLHS) was developed through participatory processes and become a model on KLHS development. The facilitation was supported by The Nature Conservancy, DANIDA, and Sawit Watch. The KLHS has also become the basis for mid-term development planning and spatial planning.

Development of a partnership to manage the Mahakam River Delta
Descripción

Mahakam Delta is an important landscape encompassing 150.000 hectares area ideal for mangrove ecosystem. The area is important for providing ecosystem services, e.g. as a carbon stock, important habitat for threatened biodiversity, and ensuring the productivity fishery sector. Managing the Mahakam Delta area is complex as it has different land use designation. The forest area is managed by Forest Management Unit (FMU) of Delta Mahakam under the authority of provincial government.

High rate conversion of mangroves into aquaculture ponds has led to degradation in many parts. The condition urgently requires rehabilitation and restoration efforts, and stronger cooperation among key stakeholders. FMU of Delta Mahakam has engage the stakeholders in formulation and agreement of short-term action plan. Various coordination and activities has been developed among the stakeholders.

Progress update:

  • As a part of the Green Growth Compact, a multi-stakeholder agreement on the management of Mahakam Delta has been signed.

  • Mangrove Center now being used as a resort office of the FMU facilitating control and prevent encroachment to the areas.

  • A pilot program on sustainable aquaculture pond is being developed by local governmental agency, including the environmental agency and the ocean and fisheries.

Development of climate villages in East Kalimantan
Descripción

Climate villages initiative originated among others from the national program of Program Kampung Iklim (ProKlim) as a national level initiative to engage local communities in active participation and in developing local action in relation to climate change. While the national program is focused on the adaptation sector, in East Kalimantan, the climate villages are assisted to engage with climate change mitigation as well. In line with other initiatives under the green growth compact, the climate villages are developed by public-private-people partnership.

Progress update:

  • The District Environmental Agency’s Head in East Kalimantan province founded Sendawar Declaration in Kutai Barat, as a part of the Green Growth Compact. The declaration is made in East Kalimantan Regional Environmental Coordination Meeting, April 2018, in targeting the establishment of at least 200 climate villages in East Kalimantan by 2030.

  • Indicative map of potential villages for climate villages development has been made available using the criteria from carbon stock analysis, biodiversity value, and social forestry development. To date, up to 200 priority villages has been identified.

  • Climate Villages information dissemination in August and November 2018 to engage with local government agencies and private sectors to support the climate villages prototype initiative

  • The Governor instructed the districts and municipalities to support and participate in Climate Village Program development as stipulated under East Kalimantan Governor Decree Number 660.1/3996/EK.

East Kalimantan Green Growth Compact

The Kaltim Hijau or Green Kaltim is the provincial government commitment in sustainable development by pursuing economic growth and reducing the greenhouse gas emissions. The commitment for accelerating the green growth for harmonizing economic development and environmental protection is inaugurated by the signing of Green Growth Compact (GGC) by stakeholders from the government, private sectors, CSOs, and communities. The GGC is made operational by forming “prototype initiatives” in the form of multi-stakeholder public-private-people partnership that further test and scale-up the approaches supporting achievement of Green Kaltim goal.

Progress update:

  • The East Kalimantan Green Growth Compact has been socialized at different levels: the province (Samarinda, May 2016), national (Jakarta, May 2016), and international level (Oslo, June 2016). Provincial Climate Change Council, as the focal point of the GGC, has also visited several districts in East Kalimantan to socialize GGC further.

  • Nine prototype initiatives are currently agreed and implemented.

  • As September 2018, a total of 151 stakeholders have been engaged in the development and implementation of East Kalimantan Green Growth Compact.

  • A multi-stakeholder Design Team has been established and met regularly.

  • Regular talk shows at a regular national radio have been held on regular basis to inform general public about Green Kaltim and GGC.

  • A registry on the prototype initiative and its dashboard for sharing the progress of the initiative is currently in development.

Forest Carbon Partnership Facility (FCPF) - Carbon Fund Program

The emission reduction program in East Kalimantan province is supported by forest carbon partnership facility (FCPF) Carbon Fund. It is a follow up of REDD+ readiness project facilitated by the FCPF.

According to the Letter of Intent, the implementer of emission reduction program may receive payments through performance-based mechanism. Payment will be made after the emission reduction within the payment period of 2018 – 2024 is verified through rigorous and independent evaluation.

Progress Update:

  • The emissions reduction program document (ERPD) is being revised and finalized. It’s scheduled for submission by December 2018 and reviewed by the FCFP Carbon Partners in February 2019.

Guidelines for the recognition and protection of indigenous and customary communities in East Kalimantan

In 2015, provincial regulation number 1 on the protection and recognition of indigenous people in East Kalimantan was stipulated. The number of indigenous community in East Kalimantan is not yet known in precise, but in general some of the communities identified are the Dayak tribes of Bahau, Kenyah, Punan, Wehea, Benoaq, Tunjung, and Passer; and the others are Kutai and Tindung.

Implementation of the regulation on the recognition and protection of the rights of indigenous and tribal peoples in East Kalimantan is urgently needed so that the indigenous people can live according to their origin’s political, economic, social and cultural systems, religious traditions, history, and worldview. Those rights concerning rights to land, territory and natural resources are especially important for the sustainability of their cultural live as well as environmental sustainability.

Status of the initiative:

  • The District of Paser, Kutai Timur, Mahakam Ulu, and Kutai Barat have established a Committee on the Identification of Indigenous People.

  • Kutai Timur District has submitted the proposal on the recognition of Wehea community as an indigenous people. The legislation draft is still on process at Legal Bureau of Kutai Timur District.

  • Paser District has submitted the district regulation draft and have become part of Regional Legislation Program (Prolegda).

  • Mahakam Ulu and Kutai Barat Districts has held discussion on indigenous community law and in the process of legal drafting.

Implementation of Sustainable Management in Natural Production Forests in East Kalimantan

The implementation of Sustainable Production Forest Management (SFM) system in Indonesia begun since the establishment of SFM Criteria and Indicators based on ITTO Guideline in 1997 (initially initiated by APHI, in collaboration with Forestry Faculties in Indonesia with further development by the stipulation of Ministry of Forestry policy, SK.Menhut, No. 4795/Kpts-II/2002 on Criteria and Indicator of Sustainable Forest Management, followed by regulation of SK Dirjen BPK No. 42/Kpts-Set/2003 on Guidelines Technical Assessment of PHPL Performance by management unit.

Furthermore, stipulation of mandatory sustainable forest management performance evaluation policy is made through ministerial decree number P.30/Menlhk/Setjen/PHPL.3/3/2016, on Assessment of PHPL and VLK Performance for the holder of Concessions License, Right of Management, or Right of Forest and the Director General of sustainable forest management regulation number P.14/PHPL/Set/4/2016, on Standards and Guidelines for Performance Assessment of PHPL and VLK.

Sustainable forest management certification needs technical assistance for its acceleration.

The partnership for acceleration of certification are implemented in two patterns: in the form of technical assistance and expertise (TNC-GIZ-WWF) and in the financing through grant funding (The Borneo Initiative - TBI). This partnership pattern has been developed since 2005 in East Kalimantan.

Progress to date:

  • Technical facilitation to achieve sustainable forest management’s mandatory certification (PHPL) has been provided to natural production forests concessions in Kalimantan encompassing area of 1.5 million hectares. Organization such as TFF, TNC, and others has also provided facilitation to achieve voluntary certification under Forest Stewardship Council (FSC) encompassing area 1.9 million hectares.

  • Reduced impact logging-carbon (RIL-C) technique is implemented by the committed IUPHHK-HA holder. Further testing and implementation of RIL-C to improve logging efficiency and reduce the associated carbon footprint will continued by strengthening the role of forest management units (KPHP) in mainstreaming and monitoring RIL-C.

  • Developing sustainable business model for production forest concessions to ensure long-term business viability of natural production forests, led by TNC with funding from the Australian Government.

  • KPH Center in East Kalimantan is established to develop the capacity of forest management unit to run its function as forests area manager through technical capacity development combined in KPH Tools and FMU financing and business development. The KPH Center is also one of the form of partnership under the Green Growth Compact.

Implementing the development of sustainable low-carbon oil palm plantations in East Kalimantan

The agricultural sector in East Kalimantan is dominated by the estate crop subsector with the palm oil as the main commodity. Based on GRDP based on 2015 Current Price, the oil palm plantation sector dominated by 43.4% (2.19% of total PDRB East Kalimantan). Overall, the oil palm is planted over 1.2 million hectares area in East Kalimantan.

Sustainable agriculture Plantation development program in East Kalimantan implemented with these strategies: encourage the implementation and certification of sustainable practices in oil palm concessions; encouraging partnership between local people and land-based private sectors; protection of high conservation value (HCV) areas within and nearby plantations, mapping of HCV areas; and greenhouse gas emission mitigation (GHG emission reduction). To accelerate the achievement of these target, multi-stakeholder partnership for sustainable agriculture in East Kalimantan is established.

Progress update:

  • Multi-Stakeholder Forum on estate crops initiated by TNC and East Kalimantan Province Estate Crop Agency.

  • Stipulation of Provincial Regulations for Sustainable Plantation Development Number 7 Year 2018. The regulation was approved by Provincial Legislative and subsequently legalized by the Minister of Home Affairs by mid-2018.

  • WebGIS platform, an integrated online information system on estate crop plantation in East Kalimantan is accessible for public. The WebGIS is accessible through East Kalimantan Estate Crop Agency website.

  • A Compact on sustainable agriculture is signed by stakeholders as part of East Kalimantan Green Growth Compact by 2017.

  • As a part of the Green Growth Compact, another public-private-people partnership on forest and land fire prevention is signed by the stakeholders by 2018. The partnership engages, among others, oil palm concession and community group. Currently, at least 49 Community Fire Brigades has been established throughout East Kalimantan.

Strengthening the implementation of Social Forestry in East Kalimantan

There are 841 villages in East Kalimantan Province. Many of the villages are located inside and around forests but the majority of the communities do not have legal access to and control over forests and forest resources. In recent years, the Government of Indonesia provided more opportunities for communities to secure their rights and to take more active parts in managing the forests through social forestry. The President has set social forestry implementation target of 12.7 million hectares in Indonesia. From that target, 660,782 hectares have been allocated for East Kalimantan Province.

Progress update:

  • To support the communities to obtain their management rights and to help the government in achieving the set target and ensuring effective management of community managed forests, a Social Forestry Working Group was established in East Kalimantan.

  • The working group met regularly to identify area of social forestry in East Kalimantan, and discuss lessons learnt and challenges.

  • To date, several communities in East Kalimantan have obtained management rights under the social forestry scheme. These includes 18 village forests (hutan desa), 2 community forests (hutan kemasyarakatan), 7 community plantation forests (hutan tanaman rakyat), 3 forest partnership (hutan kemitraan) and 1 customary forest (hutan adat), covering a total of 102,235 hectares.

The management of Essential Ecosystem Area for orangutan corridor in Wehea-Kelay Landscape
Descripción

A multi-functional landscape covering an area of 532,143 ha can be found in the Wehea-Kelay Landscape. A large part of the area covering 465,799 ha is under commercial permits, consisting of timber companies covering 313,700 ha, industrial timber companies covering 19,003 ha, and oil palm plantations covering 31,249 ha. Most of these companies are already operating. Protected forests (including the Wehea community protected forest) cover an area of 101,848 ha. This area is also the habitat for at least 800 individuals of Kalimantan orangutans (Pongo pygmaeus).

Companies have identified the areas with High Conservation Value (HCV). However, the HCV areas alone are unable to effectively support the management of orangutan habitat for a viable population. Furthermore, conflicts between orangutans and humans may occur and cause harm to both sides and threat the orangutan population in the area. To address the cross sectoral issues, partnership between land-based companies, local governments, and indigenous peoples managing areas more than 300,000 hectares was signed. These stakeholders are committed to working together to address these challenges and have tested several assumptions to find effective solutions. On the ground, land-based companies are implementing best management practices for landscape-based management of orangutan habitats.

  • Area management for the essential ecosystem area is recognized by the Division of Essential Ecosystem Areas, Directorate General of Ecosystems and Natural Resources Conservation

  • An agreement has been signed by East Kalimantan’s province government (Nature Conservation Agency, Environmental Agency, and Wehea Protected Forest Management Body), Wehea Customary Community Institution, The Nature Conservancy, natural production forest concessions (PT Gunung Gajah Abadi, PT Narkata Rimba, PT Karya Lestari), plantation forest concession (PT Acacia Andalan Utama), and oil palm concession (PT Nusaraya Agro Sawit) by April 17th, 2015.

  • A Wehea-Kelay forum, led by the East Kalimantan Environment Agency, has been established and met regularly to formulate management plan, discuss progress and address challenges.

  • Two more companies have joined the initiative, i.e. one timber company and one oil palm plantation encompassing 11,000 hectares.

  • Current management plan of the landscape period is ending by December 2018. The subsequent management plan period is currently being updated by the stakeholders.

Yucatan Peninsula Climate Action Funds

The Climate Fund of the Yucatan Peninsula was established in 2016 in association with the three Autonomous Universities of Campeche, Quintana Roo and Yucatán. State governments participate as members of the fund's Advisory Council, which has the mission of supporting regional initiatives to mitigate and adapt to climate change by financing regional climate priorities. It will also seek to be a regional counterpart in the REDD + payment scheme of the FCPF Carbon Fund, in coordination with CONAFOR. This fund began operating in December 2016, in phase 1, developing the executive plan to implement the trust, coordinating the operational strategy of the Advisory Board, designing the fundraising plan and the procedures manual. This Fund is a trust that can capture and distribute resources on a regional and state level, so that it can receive private and international resources for the development of climate policy actions.
